Wise County, Va. — A fatal conclusion to a multi‑state search occurred early Tuesday when Kenneth Phillips, 47, died following a pursuit initiated after a BOLO from Scioto County, Ohio. Phillips was wanted in connection with a sexual‑assault investigation and was reported to be armed and possibly suicidal.
